    On the 2nd of March 2010 in the Interstate Aviation Committee (IAC) began a Seminar “Airline Training Program Approval & CRM”. This seminar is organized by ICAO, IAC, Federal Aviation Administration (FAA USA) and the Boeing Company.
    During the work of the Seminar FAA will present an overview of the oversight system in the United States for approval and review of an airlines training program and how the airline and the FAA work collaboratively in this process.
    Boeing will present a 2 day seminar that teaches crews how to foster increased interaction and etiquette among themselves in the flight deck environment, and how to best handle stressful situations through building interpersonal communications, leadership and decision making skills. The seminar teaches crews how to recognize and manage threats and errors as they arise.

    On the 13th of November, 2009 in the Interstate Aviation Committee was conducted a Meeting of the Roadmap Regional Team.

    Background:
    On the IAC initiative, in order to prepare and conduct the Global Aviation Safety Roadmap Summit (within the frame of the ICAO/IAC Project) the Roadmap Team was created, which included representatives from ICAO, IAC, FAA USA, Boeing Company, Airbus as well as the airlines leading specialists: “Aeroflot”, “Transaero”, “Volga-Dnepr”, St. Petersburg State Civil Aviation University, Flight Safety Foundation. Beginning from the February 2009 the Roadmap Team conducted monthly meetings what resulted in the successfully carried out Global Aviation Safety Roadmap Summit (June, this year). In this Summit took part the specialists from the aviation administrations of the Member States of the Interstate Agreement on the Civil Aviation and the Use of Airspace. Karsten Theil, ICAO Regional Director Europe and North Atlantic, was chosen as a chairman of the Summit.
    During the work of the Summit the work group sessions on two different Focus Areas were conducted – “Inconsistent use of Safety Management System (SMS)” and “Insufficient number of qualified personnel”. Work groups discussed the process of development of the Roadmap produced the resolution and the project of the regional plan for the Roadmap implementation for this year.
    Also it was decided on the Summit to conduct similar Summits in future in order to contiguously consider all 12 Roadmap Focus Areas, as well it was decided to create a permanent Roadmap Regional Team from the representatives of the member-states of the Agreement, organizations developing the Roadmap and IAC.


    The Team considered the following questions:
    1. The time frame for conducting the next Global Aviation Safety Roadmap Summit;
    2. The items of the Global Aviation Safety Roadmap which are planned to discuss on the next Summit;
    3. The realization of the decisions approved by the first Global Aviation Safety Roadmap Summit:
    3.1. the development of the “Regional Safety Management Manual”;
    3.2. the organization of the week-courses containing the training of the specialists on the Safety Management System for the representatives of the member-States of the Agreement according to the letter of the ICAO Secretary General AN12/52.1-08/70 from November 13, 2008 with the financial support of the IFFAS ICAO;
    4. The possibility of the organization of a Workshop on Safety Risk Assessment Model for Operators together with FAA USA and the Boeing Company.
    During the discussion of the stated questions the present members of the Team decided the following:
    1. To conduct the next Global Aviation Roadmap Summit in the end of May, 2010. To ask FAA USA to send the experts from the CAST USA with their presentation for taking part in the work of the Summit.
    2. It was suggested to submit for consideration on the next Global Aviation Roadmap Summit the following items of the Roadmap:
    - “Ineffective Incident and Accident Investigation” (4),
    - “Inconsistent Adoption of Industry Best Practices”(9),
    - “Non-alignment of Industry Safety Strategies”(10).

    On the 20th of November 2009 in the Interstate Aviation Committee were finished two-week Flight Safety Inspectors Training Course (Flight Operations Oversight Inspectors), conducted in the frame of the ICAO/IAC Regional Project RER/01/901.
    From the year 2006 till this moment has been conducted a number of Courses (10 groups). 342 specialists from the following aviation administrations: Republic of Armenia, Azerbaijan Republic, Republic of Belarus, Republic of Kazakhstan, Republic of Kyrgyzstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, the Ukraine as well as specialists from the leading airlines of the region – attended this Training Course.
    The training of the specialists was conducted on two main topics:
     – flight operations oversight;
     – continuing airworthiness oversight.
    The training program is approved by the ICAO Air Navigation Bureau and confirmed at the IFFAS ICAO meeting.

    On 9 November 2009 two-week Flight Safety Oversight and Aircraft Accident Investigation Inspector Training Courses began in the Interstate Aviation Committee. These Courses are being conducted according to the Programmes, approved by the International Civil Aviation Organization (ICAO) with the support of the ICAO IFFAS.
    The Courses are giving training to the specialists from the Aviation Administrations and airlines of the Republic of Kazakhstan, the Russian Federation, Turkmenistan, the Republic of Uzbekistan and the Ukraine.

    On 24 September the “Airline Operational Control” Seminar, organized by the Interstate Aviation Committee, Federal Air Transport Agency of the Russian Federation, US Federal Aviation Administration, completed its work in the Interstate Aviation Committee. Special attention was given to the normative requirements to the operational control in the Russian Federation. Specialists from the “Aeroflot-Russian Airlines” and “Volga-Dnepr” presented information on the organization of the operational control in the airlines of the Russian Federation. The United Airlines representative in his presentation “Airline Operations Control- a U.S. airline perspective” dealt with the issues of the flight operations management and control continuing airworthiness, route optimization, air navigation and meteorological support, crew planning, load planning system, resource management, etc.
    Summing up the results of this 2-day seminar, the participants outlined the themes to be discussed at the future meetings, aimed at improving flight safety and exchanging advanced experience.

    On the 23 of September a two-day Seminar “Airline Operational Control” began its work in the Interstate Aviation Committee.
    The Seminar is being held within the framework of the realization of the International ICAO/IAC flight safety project and is organized jointly by the Interstate Aviation Committee, US Federal Aviation Administration, Federal Air Transport Agency of the Russian Federation.
    Representatives of the Aviation Administrations of the Azerbaijan Republic, Republic of Belarus, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan and the Ukraine and 15 leading airlines of the member-states of the interstate Agreement on Civil Aviation and Airspace Use are taking part in the work of the seminar.
    The seminar is devoted to the ICAO requirements to the operational control, as well as the US and Russian normative requirements, it is also planned to discuss the organization of the operational control in the airlines.

    In the period 9-11 June a Global Aviation Safety Roadmap Workshop, organized jointly by the International Civil Aviation Organization (ICAO), Interstate Aviation Committee, US Federal Aviation Administration, the Boeing Company and Airbus, took place in the Interstate Aviation Committee.
    This workshop was held within the framework of the realization of the international ICAO/IAC flight safety project.
    The representatives of the Aviation Administrations of the member states of the International Agreement on Civil Aviation and Airspace Use took part in the work of this workshop. Mr.Karsten Theil, ICAO Regional Director Europe and North Atlantic, was selected to be the Chairman of the event.
    During the workshop there were the meetings of the working groups held on 2 directions: “Inconsistent Use of the Safety Management Systems” and “Insufficient Number of Qualified Personnel”. The working groups discussed the process of the Roadmap development, formulated the resolution and the draft regional plan of the Roadmap introduction for the nearest year.
